That follows a 20% median increase this year. A Washington Post analysis reached the same projection.

The enhanced subsidies created by the 2021 American Rescue Plan and extended by the 2022 Inflation Reduction Act expired at the end of 2025.

Enrollment, which topped out around 24 million in the 2025 plan year, has since fallen.

Simon Haeder, an associate professor of public health at Ohio State University, said enrollees face a “double whammy” of rising premiums and reduced subsidies.

Sicker people stay in their plans while healthier people drop out, he said, which pushes premiums higher for everyone still enrolled.

KFF says nearly a dozen insurers will exit the marketplaces next year, while seven are entering new states.

Enrollees with incomes between 100% and 400% of the poverty level may qualify for subsidies. Dec. 15 is the federal deadline for coverage starting Jan. 1. Haeder urged shoppers to sign up only through HealthCare.gov or state exchanges to avoid scams.
